I was unsure what this connector was used for but Tommy Sools noticed
the following log message from Release.Log found in the
Linksys GPL source package:
CVS TAG: R20030613_V1103
V11.03 2003/06/13 (AMD V10.04)
1) Vincent Chen changes Specs.:
NTSC/PAL switching is hard-coded. The F/W will not check the
jumper to do the NTSC/PAL switch. (The jumper is useless.)"
It seems likely the connector was in fact intended to be a jumper to select between NTSC and PAL video output formats.
The connections are as follows:

| 2 | GPIO 10 |
| 3 | High impedance VDD (3.3v through a 4.7k resistor) |
The GPIO can be configured as an input or output and, unlike some other GPIO pins, has no alternate functions.
